Critics argue that this incentivizes them to withhold information about loan forgiveness opportunities. Additionally loan records can be easily lost during transfers between companies resulting in borrowers' payments not being accurately tracked. The system is flawed and in need of reform.

Despite the challenges the Education Department's review of borrowers in income driven repayment plans has provided substantial relief. Over 930,000 people have had their debts forgiven totaling more than $45 billion in aid. Some borrowers were even refunded for overpayments they had made.
